NCUCC MEETING MINUTES

Chairperson Sandra Johnson opened the meeting and welcomed everyone.
Minutes of Last Meeting – Minutes of September meeting were approved with the only two changes (1) Meeting date on the March 7, 2006 date should be March 14, 2006 and (2) the host for the Sept 12, 2006 in Asheville meeting will be Buncombe County UCC instead of Progress Energy.
Treasurer’s Report – Steve Nichols reported the current NCUCC account balance of $5,602.55 with a couple of deposits not reflected. Steve asked the committee to consider moving the bank account to Piedmont Bank in Statesville
where his office is located, to make it more convenient for him. A Motion was made by Teresa Von Cannon and it was approved to move bank account to Piedmont Bank in Statesville. Steve also brought it to the committee’s attention that there needed to be a second signature on the account. A Motion was made by Jenny Stamey for second signature on the account. It was approved and decided that the secretary in office should be the second signature on the account.
2006 Joint Committee Report – Teresa VonCannon reported the 2006 Joint
Committees will meet right after this meeting. The individual registration for the 2006 Joint Conference in New Bern on May 10-12 is posted on the NCUCC website but the Vendor/Sponsor packet has been pulled off the website for a few minor changes and will be put back on shortly. Everything for the conference is in line as planned and she will have move information after the committee meets today.

Sandra Johnson read a letter from the American Red Cross thanking us for our $500.00 gift to the Hurricane Katrina Relief.
NCDOT – Robert Memory stated NCDOT is receiving a number of encroachments every single day. They have as many as 10,000 encroachments, which is taking a great deal of time to review this information. NCDOT is looking into new & better ways to do encroachments; their long term goal is to start doing electronic filing of encroachments. NCDOT is having a real issue with relocating utilities, which is causing NCDOT as much as 1-2 years of delays on their projects. Due to delays on projects recently, NCDOT has lost $250,000 lawsuit. NCDOT is having problems with utilities not getting the required permits from the Railroad companies which are causing delays. Utility Companies need to communicate better with the Railroad Companies in order to stop the delays. The 511 is a new system NCDOT has in place for you to call and find out about construction, accidents, & traffic on Highways.

NCOCC Membership for Contractors
During the 3rd Quarter Board Meeting, the Board of Directors approved the Membership of Licensed Contractors/Excavators as Associate members of the North Carolina One-Call Center. The cost for an Associate member is $250.00 per year.
Joining the NCOCC as an associate member will give you a financial stake in your statewide notification center. Your financial contribution will assist in funding Underground Damage Prevention awareness thru tailgate safety meetings, and damage prevention awareness events, and assist in the purchasing of educational materials advertising ‘Call Before you dig’.
Benefits of being an associate member include, but are not limited to, being informed of any changes regarding the center and being informed of any upcoming events or happenings thru the North Carolina One-Call Center’s mailing list.
Another benefit includes, FREE access to a Web based program called Remote Ticket Entry. The program allows the user to enter unlimited amounts of locate request 24 hours a day, 7 days a week, and 365 days a year. The program not only allows the user to enter new locate request, but also retransmit, and cancel tickets. Thru the program, the user will have access to all tickets entered by his/her company and will have the capability to print a FREE copy of a ticket in the event verification is needed.

Positive Response
POSITIVE RESPONSE IS HERE!!! November 15th, 2005 is the official release date for North Carolina’s Positive Response System.
For those of you who are not familiar with Positive Response….
The excavator will be able to check the status of a locate request…
Toll-free ten digit number (1-877-632-5050) using a touch-tone phone
Press #1 to obtain the results of a locate request
Enter the locate request number followed by the # sign
Use the #1 for the letter A
Use the #2 for the letter C
The excavator will be given a response for each member code provided by the member utilities and or their authorized agents, the responses are as follows…
· No conflict, utility is outside of stated work area
· Marked
· Not Complete
· Could not gain access to the property, locator will contact excavator
· Critical facility not marked. Locator or utility operator must contact excavator and must be present during excavation
· Locators and excavator agreed and documented marking schedule
· Default – Member has not responded
Please note: Ticket responses retrieved through this program are provided by participating utility owners and/or their authorized agents. North Carolina One- Call Center assumes no liability for the provided response.

Enter the locate request number (specify A or C ticket) given to you by the NCOC Customer Service Representative
The caller will be provided with ticket information and member utility responses
At the end of the 2 working days an email will be transmitted to the excavator including the responses of all members.
Please note: a valid email address must be provided by the excavator and sited on the location request
Ways a member utility can respond to the status of a ticket will include…
Toll-free ten digit number (1-877-632-5050) using a touch- tone phone and a member ID number. Contact the NCOCC database department for your member ID number
Website (www.ncocc.org/ocars) the website will allow the member utilities to respond to the status of one locate request or multiple locate request (maximum 10 per page).
Contact Lesley Brady at 336-855-5760 and request your account and password for entry into the website.
FTP (file transfer protocol) Members using a Ticket Management System can upload responses by FTP or by TCP protocol. Contact Carolyn Carter at carolyn@ncocc.org or Lesley Brady at lesley@ncocc.org for more information.
The NCOC member’s and their authorized agents will be given several valid response options to be used as respond to a locate request.
NCOCC Commercial
The NCOCC has available a new 30 second public safety commercial. The commercial is available in the form of VHS, DVD and Beta.

March of 2005, the Federal Communications Commission (FCC) designated 8-1-1 as the nationwide number to call before you dig.
The FCC ordered that the
new abbreviated number be operational 2 years from publication of its
designation in the Federal Register.

First Quarter NCOCC Board Meeting
The first quarter Board of Directors meeting will be held April 21, 2006 at the Sheraton Hotel at Atlantic Beach.
Safety and DPA Presentations…
The NCOCC is available to conduct safety and damage prevention presentations to your group and to any other groups involved in excavation. Please notify us if you are interested in an education program for your company.
Railroads – No one was present from the railroads.
Power Companies – Lola Ausby, Dominion- reported they have a new President & CEO named Thomas Farrell.
Gas Companies – Danny Harris, PSNC reported they are having a gas reduction. Sandra, PSNC reported they are still doing joint trench projects with other utilities which are working very well.
David Jackson &Teresa VonCannon, Piedmont Natural Gas reported they are having a problem with high gas prices but have just had a reduction in the price. They are still trying to educate the public of the natural gas prices to see what they can do together to get the cost down.
Cable TV – Bruce Sheldon, Time Warner reports they are very busy. Time Warner is going to take over Adelphia Communications in 2nd quarter 2006.
Local UCC’s –
Lower Cape Fear UCC – Chris Russ reported they are starting to have safety tailgate meetings every month. They are having their Contractor’s breakfast on February 21 in the Wilmington area.
Halifax County UCC – Yvonne Ellis reported they are major construction along the I-95 corridor. The UCC is having a pig picking on Feb 15 and they have invited all the contractors in the city.
Wake County UCC – Sandra Johnson reported Joel Hoffman Chairperson is going to have to step down. They do tailgate meeting monthly.
Orange/Chatham County UCC – Sandra Johnson reported she had a chance to attend their last meeting. This UCC meets every other month. Sandra stated they have a good set of people to make this UCC to work.
Yadkin/Davie Counties UCC – Rick Mahaley reports they were meeting in Yadkinville, but now are rotating the meeting place between Yadkinville and Mocksville. Thanked Robert Memory for DOT participation
Rowan/Cabarrus Counties UCC – Teresa VonCannon reported they had their Contractor’s Breakfast on January 12 at the Holiday Inn. They had a fairly good turn out.
Gaston/Cleveland/Rutherfordton Counties UCC – Theresia Creswell reported they are having their contractors Breakfast on March 7, 2006 at the Marriott in Gastonia from 7:00 AM – 11:00.
Iredell County UCC/Central Iredell County UCC – Jeff Yontz reported the Central Iredell County meets at the Town of Troutman every 2nd Wednesday. Iredell County is having is awareness breakfast on February 2, 2006, 7AM at the Golden Corral in Mooresville
Haywood County UCC – Jeannie Stamey reported Utiliquest had received 100 requests from a CATV Company in one day. This many requests at one time puts a burden on the locate company, know your time frame and plan ahead. Bellsouth is doing courtesy stops, which has resulted in damages being down by 9%.
Carteret County UCC – Bruce Sheldon reported utilities need to work together and by attending the UCC meeting you can put a face with a name and this will build a better relationship.
There was no program due to joining the One Call Board Meeting.
