NCUCC MEETING MINUTES

Chairperson Sandra Johnson opened the meeting and welcomed everyone. Group introductions were made.
Minutes of Last Meeting – Minutes of January meeting were approved.
Treasurer’s Report – Teresa VonCannon reported, in Steve Nichols’ absence, the current NCUCC account balance of $11,931.71 as of today with
$4,700.00 in deposits not reflected, making account total $16,631.71.
2006 Joint Committee Report – Teresa VonCannon reported the 2006 Joint
Conference in New Bern On May 10-12 is on schedule. We still need some Vendors/Sponsors & door prizes. Please direct vendors/sponsors to NCUCC’s website @ www.ncucc.org for registration forms. The conference will be on Thursday & ½ day Friday with a golf event on Wednesday. Thursday evening dinner will be at the Tryon Place along with a tour. Rick Mahaley reported he needs more golf participants to sign up. He is also in need of golf holes sponsors & items to stuff in golf bags. The 2006 Joint Committee will meet at 10:30 on April 24, 2006 at PSNC Energy, 600 W. Cabarrus St., Raleigh to stuff the bags for registration & golf, if you have any item to donate please get them to Sandra Johnson prior to this date.

The Officer Selection Committee consisting of Lola Ausby, Steve Nichols, George Glenn, and Kevin Hisman, presented the following as nominations for officers for the 2006 – 2007. Chair – Teresa VonCannon, Piedmont Natural Gas; Vice Chair – Theresia Creswell, Duke Energy;
Secretary – Jeff Yontz, Duke Energy; Treasurer – Steve Nichols,Telics. With no further nominations, the officers were approved as presented and will be effective July 11, 2006.
NCDOT – Robert Memory reported due to an environmental issue that recently made the news, the NCDOT maybe requesting soil samples & soil maps. NCDOT is looking into encroachment agreements and as part of the process in congestive areas; they are going to request companies to map the existing utilities. Robert mention that the Federal Highway Administration is looking into making it a policy, if NCDOT owes a utility company money and the utility company doesn’t get the invoice to the NCDOT in a certain time frame, then they will start reducing the amount they will pay.
North Carolina One-Call Center Report- Wendy Fisher
. Wendy Fisher presented the group with a power point presentation detailing events and happenings with the North Carolina One-Call Center. She announced to the group that the NCUCC webpage had experienced a facelift and encouraged everyone to visit. Wendy also brought the group up to date on 811; she informed the group that the Utilities Commission for the State of NC had adopted 811, and by order of the FCC, 811 will be put into place by May 2007. All attendees were reminded of the NCUCC’s schedule for the remainder of 2006 including the NC/SC Joint UCC meeting taking place in May 2006 in New Bern, NC. Wendy also informed the group on the number of tickets and transmissions for North Carolina YTD for 2006, and she reminded the group of the 2006 upcoming federal and state holidays, which are NOT to be included in the 2 working days notice. Wendy concluded her presentation by inviting everyone to the upcoming NCOC Board Meeting in Atlantic Beach, held at the Sheraton Hotel on April 21, 2006.
Railroads – No one was present from the railroads.
Power Companies – Jeff Yontz, Duke Power reported the merger between Duke Energy and Cinergy should be final on April 1, 2006 and new company would be known as Duke Energy. People are changing jobs, so you maybe dealing with new people & new numbers as your contacts.
Gas Companies – Glen Flower, PSNC Energy, reported PSNC Energy is replacing 40 miles of pipe line in City of Raleigh with completion date of July 31, 2008 but no later than December 31, 2008.
Cable TV – Bruce Sheldon, Time Warner reported that Time Warner is finishing up a link from Wilmington to Morehead City fiber optic. The Adelphia merger is moving forward to be completed in 2nd Qtr. 2006. Cox Cable has been purchased by Seaboard Communications, making them the 8th largest Cable Company in the Country.
Mark Price, Utility Coordination Consultants, Inc. reported there is a fiber cable project in Raleigh to connect 550-575 intersections. The City of Raleigh goal is
to start handing fiber in 15 months. Mark was concerned if the make ready was going to be completed in time.
Local UCC’s –
Mecklenburg County UCC – Doug Morris reported that they are dealing a contractor that is cutting lines and refuses to get locates. They are having
their Contractor’s breakfast on March 22, at the Duke Power Little Rock office starting at 7:00 AM.
Carteret County UCC – Bruce Sheldon reported they are having their Contractor’s breakfast on April 12 at the Golden Corral in Morehead City.
Craven County UCC - Bruce Sheldon reported they are having their Contractor’s breakfast on March 30 at the Golden Coral in New Bern.
Forsyth County UCC – David Jackson reported they had a meeting the other month and had good attendance. He said their contractor is doing a great job locating and damages have been light for the Gas Co.
Northhampton/Halifax UCC – Lola Ausby reported that they have changed their meeting time from 9 AM to 12 Noon to try and get more attendance. Their next meeting is March 15 at Ryan’s Steakhouse. The April 12th meeting will be a pig picking at the civic center in Roanoke Rapids at 12 Noon to target contractors, especially contractors working on the new entertainment district in Roanoke Rapids. They want to educate them on what they need to do and also on the one call.
Johnston County UCC – David Lassiter reported they meet on the 2nd Thursday
11:30 at the Golden Corral in Smithville.
Teresa McCauley with First Citizen Bank gave a detail report of what happens with the Bank when under ground fiber is cut and how this affects their business.
