·        Call to order

Chairperson Teresa VonCannon opened the meeting and welcomed everyone. Group introductions were made.

·        Motion was made and accepted to accept the September minutes, some corrections were made.

·        Steve Nichols gave treasurers report, motion was made and accepted.

·        Report is as follows: Balance as of 9/30/06,  $15,683.91

·        Scholarship committee, Chaired by Bill Deal to bring back items to be voted on at next meeting.  

·        The above mentioned subcommittee is as follows:

·        Plan meeting schedule for 2007, as follows:

o       January 18, 2007- Grandover Resort, Greensboro. Must register.

o       March13, 2007 - Raleigh, PSNC Energy will host. (10:00 AM)

o       May- Joint conference Myrtle Beach, SCUCC will host

o       July- Hendersonville, Duke Energy will host

o       September- Wilmington, Piedmont will host

o       November- Asheville, Local UCC will host

NCDOT Work Zone Traffic Control Qualification Requirements.

Great presentation that gives information about the upcoming change in requirements coming from NCDOT in regards to work zone safety and training requirements for utility owners, contractors and anyone working on a DOT encroachment agreement.

·        Sub committees forming for 2008 Joint Conference: (Need Members)

·        Motion made to donate $1,000.00 to NC 1-Call for printing of documents and pamphlets, did not get a second. Closed motion.

·        Motion made, second and accepted to purchase/sponsor printing up to 200 signs or $1,200.00

·        Motion made, second and all but (1) were in favor of earmarking $6,000.00 be set aside for upfront costs for the 2008 Joint Conference.

·        Nominating Committee, need to replace George Glenn on committee. Motion was made second and all were in favor of Ron Fairbanks, other members of this committee are: Kevin Hismam. Sandra Johnson, Steve Nichols.

·        Reports:

NCDOT- Encroachments up 9% from 2005

Turnpike Authority may become a reality in NC.

TIP update, 1.2Billion for 2007

Design Build projects made bills come due earlier, part of budget shortfall

Cut TIP to ½ or 650 Million.

NC 1-Call- Mission is Damage Prevention, 1.5% increase in call volume.

Mapping database will change, updates to come later.

Titles change from Marketing Representatives to Member Liasons.

Doc Asbury new Member Liason for NC 1-Call

275 members using Positive Response.

NC 1-Call presentation of Positive Response, can call 1-877-632-5050 for updates and information on tickets.

811 will be effective in early May 07.

1 CSR fluent in Spanish on staff currently.

Next Board Meeting is Jan. 19^th Grandover Resort in Greensboro NC

WEBTMS is the ticket management system purchased by NC 1-Call for the members to use, for more information contact Leslie Brady at the center.

15 current users and a couple others in testing.

Stand up signs for yards, subdivision entrances NCOCC will provide if needed or can sponsor for $6.00 each.

Out of homeowners pamphlets, NCUCC have paid for them in the past.

Railroads- None were present, keep crossing agreements in mind, they have an expiration date.

Power Companies- No Reports

Gas and Gas pipeline Co.-

Piedmont NG, Customer Contact Center doing 80/20

PSNC Energy, JD Powers survey- 8^th in country for customer service

2^nd in South East. 4-6% growth rate, joint trench in Raleigh area great process.

Cable and Telecom Co.-

Time Warner, merger complete, updating facilities in 2008, customer growth 25% in eastern territory.

Contractors- No reports, they prefer January and February for meetings due to bad weather and minimizing downtime.

Locate companies- No reports

Local UCC reports-

Wake Co. Contractors awareness breakfast in Oct. 160 attendees

Doing joint tailgate safety meetings with PSNC and Progress.

Cataret Co. Great participation, good comments on meetings

Foothills, Tailgate meeting went well 11-27-06 at DOT office

Davie & Yadkin Co. Cook out in Oct. bad weather but good attendance
